1       Introductions, apologies, substitutions and declarations of interest

1.1 The Chair welcomed Members to the virtual meeting of the Children, Young People and Education Committee.

1.2 In accordance with Standing Order 34.19, the Chair stated that she had determined that the public were excluded from the Committee’s meeting in order to protect public health but that the meeting would be broadcast live on www.senedd.tv

1.3 The Chair stated that if for any reason she dropped out of the meeting, the Committee agreed that Dawn Bowden MS would become Temporary Chair in accordance with Standing Order 17.22.

1.4 There were no apologies. The Chair noted that Suzy Davies MS would need to leave the meeting at 11am.

2       COVID-19: statutory education

2.1 Under Standing Order 17.24A, Hefin David MS declared that his daughter had Additional Learning Needs.

2.2 The Committee heard evidence from Luke Sibieta and Professor Chris Taylor on matters relating to the impact of COVID-19 on children and young people.

2.3 Luke Sibieta agreed to provide the Committee with any statistical evidence available from the Welsh Government in relation to school attendance of vulnerable children including those with additional learning needs during the lockdowns, and whether experiences varied across Wales.

3.1 The Committee heard evidence from Gareth Evans and Professor Dylan Jones on matters relating to the impact of COVID-19 on children and young people.

6.1 The Committee considered the evidence it heard in the previous sessions.

7       COVID-19: Update on the engagement with university students

7.1 The Committee received a presentation on findings from the virtual focus groups that had taken place with students. The Committee agreed that the information would be used to inform the evidence sessions with representatives from higher and further education scheduled for 11 March 2021.
